Governance Performance in Fire Prevention&lt;/p&gt;&lt;ol id="isPasted"&gt;&lt;li&gt;Joint Inspections for Public Safety To ensure the safety of buildings accessible to the public and their compliance with regulations, the Taipei City Fire Department established a joint inspection team for public safety. The team conducted various joint inspections, and in cases where fire safety or building regulations were not met, posted notices of non-compliance and announced the results on the government website to inform the public. In 2022, a total of 176 inspections were conducted, and 157 of them met the requirements, while the other 19 were found non-compliant. All non-compliant cases have been addressed and improved.&lt;/li&gt;&lt;li&gt;Subsidies and Promotion of Residential Fire Alarms To improve residential safety and benefit more citizens, the Taipei City government promoted the installation of fire alarms in 22,011 households in 2022, bringing the total number of installations to 464,258 from 1990 to 2022. With the effectiveness of early fire detection, there were 126 successful evacuation cases triggered by fire alarms. Additionally, through various promotional channels, such as print and electronic media, outdoor advertising, community events, and home visits, the public was encouraged to prioritize residential fire safety and install fire alarms in their homes.&lt;/li&gt;&lt;li&gt;Strengthening Fire Safety Management in Public Spaces a. Strict Inspection of Fire Safety Equipment There are 33,126 buildings accessible to the public and 31,233 public spaces in Taipei City, and they are classified and managed based on their level of risk. In 2022, a total of 58,078 inspections were conducted on fire safety equipment, and 54,622 of them met the requirements. There were 3,370 cases that did not meet the requirements but were given a deadline to improve, resulting in a qualified rate of 94.05%. There were 86 cases that were reported for non-compliance even after subsequent inspections. b. Implementation of Fire Prevention Management System There are 5,863 locations in Taipei City that require a fire prevention management system, and 5,818 of them have appointed fire prevention managers and created fire protection plans, achieving a completion rate of 99.23%. All of them complied with the regulations on capacity control in designated premises.&lt;/li&gt;&lt;li&gt;Dynamic Drills for Public Safety Protection in Large Venues, Hospitals, and Elderly Care Facilities To strengthen the emergency response capabilities of public places such as large department stores, hospitals, and elderly care facilities, dynamic drills for public safety protection were conducted in accordance with the &amp;quot;Taipei City Fire Prevention Self-Government Ordinance&amp;quot;. One business was given a deadline to improve their operations for not complying with regulations, and 14 businesses were fined.&lt;/li&gt;&lt;li&gt;Strengthening Natural Gas Industry Storage, Transportation, and Distribution Management A total of 39 inspections were carried out on the fire safety equipment of gas storage tanks of the city&amp;#39;s 4 natural gas companies, and all were found to comply with regulations.&lt;/li&gt;&lt;li&gt;Setting up LPG Storage Rooms A total of 28 inspections were carried out on the fire safety equipment of gas storage tanks of the city&amp;#39;s 4 natural gas companies, and all were found to comply with regulations.&lt;/li&gt;&lt;/ol&gt;&lt;p&gt;Strengthening Fireworks and Firecracker Management There are 52 registered stores that sell fireworks and firecrackers in the city. On July 12th, 14 mobilization exercises were carried out based on various complex disaster scenarios that could occur during a drought period, such as suspected radioactive material leakage or a fire in a quarantine hotel. For the first time, the exercise sequence was not compressed, and there was no preset scenario, with semi-early warning implemented. Relevant units received disaster notifications and mobilized to the disaster scene, where they conducted exercises according to SOP. This made the training mode closer to the reality of disasters, enabling a quick response and reducing damage when a real disaster occurs. A total of 1,288 people and 104 vehicles participated in the exercise.&lt;/p&gt;&lt;p&gt;3. Conducting a Test Exercise for the Taipei City Disaster Response Reserve Center On April 26th of the 111th year, a test exercise was conducted at the Taipei City Second Disaster Response Center. The exercise was carried out in accordance with the adjustment plan for units stationed at the Taipei City Disaster Response Center during the COVID19 pandemic. Fourteen units, including the Research, Development, and Evaluation Commission and the police department, were stationed as first responders for level one wind disasters, while other agencies and district offices participated via video conferencing. The test items included sign-in and sign-out procedures for the disaster response support system, case handling and feedback, initial and final reports, video testing, and fax testing for backup centers in each district.&lt;/p&gt;&lt;p&gt;4. Conducting a Table-Top Exercise Based on Simulation for the Taipei City Disaster Prevention and Rescue Plan for 111th Year On December 23rd of the 111th year, a simulation-based Table-Top Exercise (TTX) was conducted at the Beitou District Disaster Response Center to address the &amp;quot;life-saving and search&amp;quot; issue, including rescue roads and resources, among others. An &amp;quot;Emergency Response Plan for Fire Rescue in Difficult Areas&amp;quot; was developed and implemented until December 31, 2022. In 2022, 738 live-fire drills and 140 simulations were conducted to enhance the firefighting capabilities of the fire department personnel.&lt;/p&gt;&lt;p&gt;(4) Designating and managing the announced fire escape routes in the city Based on the &amp;quot;Taipei City Government Procedure for Designation and Management of Fire Escape Routes,&amp;quot; fire escape routes were designated in areas of urgent need for firefighting and rescue operations. The &amp;quot;fire escape route&amp;quot; was defined as a road that leads to a difficult area for fire rescue or an existing road with a width of less than 7.5 meters and a distance of over 140 meters from buildings used for residential or commercial purposes. Existing roads that do not meet the above definition may be designated as fire escape routes after a review by the department and a consensus of more than 50% of the total households in the community through public opinion surveys. As of the end of 2022, a total of 185 announced and designated fire escape routes were posted on the department&amp;#39;s website, and efforts to add more continue. (2) From August 2 to 5 and November 8 to 11, 2022, participated in the &amp;quot;Professional Training for Dog Handlers in 2022&amp;quot; organized by the Taoyuan City Government Fire Bureau to learn the meaning of canine body language to reduce errors in command and behavior.&lt;/li&gt;&lt;li&gt;IV. Emergency Medical Services (1) EMS Statistics In 2022, there were a total of 146,180 emergency medical service responses handled by 119, an increase of 26,754 responses from the previous year, an increase of 23.5%. The average daily response was 385. The number of patients served by EMS in 2022 was 115,424, an increase of 24.55% from the previous year, with 28,109 patients not transported to the hospital, resulting in a non-transport rate of 19.99%. (2) Improving OHCA Survival The first dedicated out-of-hospital cardiac arrest (OHCA) ambulance team, the &amp;quot;Golden Phoenix,&amp;quot; was established on June 1, 1999. In 2022, 487 OHCA patients survived to be admitted to the hospital, an increase of 16 from the previous year, and 111 patients were discharged from the hospital after successful resuscitation, a decrease of 4 from the previous year. From the team&amp;#39;s inception through the end of 2022, a total of 1,400 OHCA patients have been successfully resuscitated and discharged from the hospital. (3) Implementation of Abusive Use of Ambulance Fees Since December 8, 2012, the bureau has implemented a plan to charge abusive users of EMS ambulances. Through a combination of fee collection and review mechanisms, the bureau has worked with the Department of Health and the Department of Social Welfare to reduce the inappropriate use of ambulances, and has implemented various measures to correct the behavior of high-use callers, including home visits, subsidies, placement in care facilities, and alcoholism treatment. (4) Improving Stroke Treatment Rates The bureau has been working with 10 emergency hospitals in the city, including the Tri-Service General Hospital, to promote the &amp;quot;Stroke Notification Medical Integration Plan.&amp;quot; By providing advance notice to hospitals, stroke treatment teams can be quickly activated, significantly shortening the time from patient arrival to treatment. By the end of November 2022, the rate of rt-PA (thrombolytic therapy) or IA (endovascular thrombectomy) was as high as 55.03%, providing substantial benefits to patients. (5) Promoting CPR+AED Skills for the Public The bureau has established a CPR teaching website and reservation platform, and has comprehensively promoted CPR+AED through various channels, providing citizens with online registration for emergency medical training. The bureau also offers free on-site emergency training courses for groups such as government agencies, schools, companies, and communities, as well as two weekly training courses in each district to promote public learning of CPR, automated external defibrillator (AED), and foreign object choking treatment skills, and to cultivate citizens&amp;#39; emergency response capabilities. By increasing the number of people who can correctly call 119 and provide timely and appropriate assistance, survival rates for patients can be improved. Fire Investigation (1) Fire Statistics In 2022, there were 1,552 fire incidents, causing 9 deaths and 25 injuries (including 3 firefighters injured). Compared to 2021 (1,637 fire incidents causing 11 deaths and 23 injuries), the number of fire incidents decreased by 85, deaths decreased by 2, and injuries increased by 2 (1 fewer civilian injury and 3 more firefighter injuries).&lt;/p&gt;&lt;p&gt;(2) Analysis of Fire Causes In 2022, there were a total of 1,552 fire incidents, with cooking stoves being the leading cause (39.8%), followed by electrical factors (32.0%), cigarette butts (10.8%), burning of grass and garbage (3.2%), and other causes such as arson (1.7%), construction accidents (1.4%), worshipping gods, sweeping graves and ancestors, gas leaks or explosions (each 1.0%), candles (0.8%), suicide and leaving ignition sources (each 0.6%), machinery and equipment, fireworks and traffic accidents (each 0.3%), campfires (0.2%), playing with fire, chemical substances and unknown causes (each 0.1%), and other causes (5.9%).&lt;/p&gt;&lt;p&gt;(3) Enhancing Fire Investigation and Appraisal Skills In August 2022, an advanced fire cause investigation course was held, inviting Lin Wan-yi, a prosecutor from the Taipei District Prosecutors&amp;#39; Office, to introduce the system of lay judges and the essentials of testifying in court, Yan Ru-yu, a prosecutor from the New Taipei District Prosecutors&amp;#39; Office, to explain the precautions for executing fire investigations in accordance with the Criminal Procedure Code, Professor Chen Huo-yan from the former National Central Police University to hold a seminar on range hood fires, and Zhu Shao-long, a technical expert from the former National Fire Agency&amp;#39;s Fire Investigation Group, to discuss special fire cases.&lt;/p&gt;&lt;p&gt;(4) Enhancing the Credibility of the Fire Appraisal Laboratory In November 2022, the Bureau&amp;#39;s fire appraisal laboratory passed the proficiency testing conducted by the Collaborative Testing Service (CTS) in the United States, and will continue to enhance its appraisal credibility in the future.&lt;/p&gt;&lt;ol&gt;&lt;li&gt;Fire Training (1) Annual Training Each brigade conducts annual training and physical fitness training every month. The Fukuo brigade is scheduled to be completed in 2024, the Dahua brigade in 2025, and the Guandu and Xinglong brigades are expected to be completed in 2026. The department also authorized the &amp;quot;evacuation and escape safety video message content and playback timing precautions&amp;quot; in accordance with the autonomy ordinance, which took effect on May 2, 2022, to enhance the safety environment of various commercial buildings in the city and safeguard public safety.&lt;/li&gt;&lt;li&gt;Strengthening the Fire Safety of Elderly and Nursing Homes To strengthen the fire safety and fire prevention management of vulnerable shelters in the city, the department conducted fire safety equipment inspections and spot checks on fire protection plans during weekdays, nights, and holidays without prior notice. For those who had already installed smoke alarms, the department conducted inspections and provided maintenance services to ensure that they were functioning properly.&lt;/li&gt;&lt;li&gt;Strengthening the information and communication security protection level of the disaster response center in this city. (Prevention Edition)&amp;quot; in accordance with Article 21 of the United Nations Convention on the Rights of Persons with Disabilities, targeting special needs groups such as pregnant women, infants, children, persons with disabilities, and people with mobility difficulties, to provide easily understandable fire prevention knowledge.&lt;/li&gt;&lt;li&gt;Continuously improving firefighting and rescue vehicles and equipment. In order to improve firefighting vehicles and equipment, enhance firefighting and rescue capabilities and efficiency, and reduce the huge losses of people&amp;#39;s lives and property caused by fires, this department has established the &amp;quot;Taipei City Government Fire Department Fire Vehicle Enrichment Plan&amp;quot; (112-115 years), which gradually replaces vehicles that have been in use for more than 15 years or are no longer usable each year. It is scheduled to be completed in 115 years, and the ratio of firefighting vehicles exceeding the service life can be reduced to about 13.5%. In addition, this department flexibly utilizes the power of private donations. The rapid spread of the virus has caused the number of confirmed cases in the city to continuously rise, making it difficult to estimate the number of injured and sick patients. The plan, called &amp;quot;Taipei City Fire Department&amp;#39;s Contingency Plan for Ambulance Services in Response to a Large Number of Confirmed Cases,&amp;quot; was established on May 13, 2022. According to the plan, the department plans to deploy 45 teams and 65 ambulances to carry out epidemic prevention duties. Noticesof failed inspection items, such as“fire control” or “building safety”,were posted on the premises ofthose establishments. A deadlinewas given to each establishmentowner to rectify the situation. In2013, 1,080 establishments werespot-checked, of which 3 failedto pass the inspections for firesafety equipment. They weregiven deadlines to remedy theirdeficiencies.&lt;/p&gt;&lt;h4&gt;(2) Promotion of and Subsidiesfor Installing Fire Alarmsin Residential Buildings&lt;/h4&gt;&lt;p&gt;The Department established and publicizedthe “Taipei City Government Promotion andExecution Plan for the Widespread Installationof Fire Alarms in Residential Buildings”. This app offersweather maps, information about typhoons,disasters, rainfall, water levels, images, escapesand escape route planning in addition tolocation-based information and capabilities todisseminate or broadcast messages.&lt;/P&gt;&lt;p&gt;In 2013, we added functionalities for thepublic to set locations and inquire about disastersituations in neighboring areas. This systemutilizes GIS to display disaster locations, whichshows the locations of disaster sites and theirdistances to the current location of the inquirer.This information serves as a reminder to theinquirer to avoid disaster sites. In 2013, during the Flood on May11 , the typhoons Soulik and Trami, the Floodon Aug. 23, the typhoon Kong-Rey, the Floodon Aug. 31 , and the typhoon Fitow, the TaipeiCity Emergency Operations Center exercised itsduties in supervising the organization for sevendisaster incidents.&lt;/p&gt;&lt;h4&gt;(6) Promotion of Disaster Preventionand Drills for Disaster Rescue&lt;/h4&gt;&lt;ol TYPE="A"&gt;&lt;li&gt;A Fire Safety Day in Taipei ElementarySchools&lt;/li&gt;&lt;p&gt;Beginning in September 2013, we proactivelyentered the campuses of the 153 elementaryschools in Taipei where we taught fifth gradersa basic course on disaster prevention; in whichhaving them operate fire extinguishers andindoor fire hoses, putting them through disasterescape drills, CPR, and reporting of disasters.Using hands-on exercises, we trained andelevated the fire safety awareness, techniques,and the schoolchildren’s ability to respond toincidents.&lt;/p&gt;&lt;li&gt;We held a “119 Expanded Promotion forDisaster Prevention” rally on January 19,2013, at the Shin Kong Mitsukoshi ChantalPlaza in Xinyi District. The event mainlyfeatured emergency disaster kits, the disasterprevention park, disaster prevention maps,residential fire alarms, and other relevantinformation.&lt;/li&gt;&lt;li&gt;In 2013 we held 17 CPR training sessionsat the Fire Safety Museum of Taipei FireDepartment. A total of 556 city residentsattended.&lt;/li&gt;&lt;li&gt;In July 2013, we held fire prevention campsfor young children between 6 and 12 yearsold. A total of 1,600 children participated inthe activity.&lt;/li&gt;&lt;li&gt;A Series of Activities for the National Anti-Disaster Day&lt;/li&gt;&lt;p&gt;(A) We hosted a drawing event on September7, 2013, at the National Dr. Sun Yat-senMemorial Hall for participants to draw or paintabout disaster prevention to help them realizeits importance. We put up posters at the venuefrom September 4 to 11 for citizens to see inadvance of the event. On the day of the event,we had on-stage programs, Q&amp;A with prizes,information stalls, challenges for participants,and fire engines on display to help participantslearn more about disaster prevention.&lt;/p&gt;&lt;p&gt;(B) On September 18, 2013, at Beitou garbage incineration plant, we held exercisesfor the National Anti-Disaster Day and ComplexDisaster Prevention and Rescue Drill forearthquakes and nuclear disasters. It includeddisplays of radioactive equipment, drills forplacements in shelters, and drills for earthquakesand nuclear disasters.&lt;/p&gt;&lt;p&gt;(C) On September 13, 2013, we held oneminuteearthquake drills at high schools,vocational high schools, junior high schools,elementary schools, and kindergartens in thecity.&lt;/p&gt;&lt;p&gt;(D) From July to September, 2013, we heldone drill for River Cruises, four drills for theestablishment of disaster prevention parks, fourdrills for multiple disasters in the MRT system,60 drills for education and evacuations invarious villages, and 65 drills for earthquakesand disaster prevention to hone the disasterresponse capabilities of the departments andunits within the Taipei City Government. Itwas hoped that through such promotions andeducational activities we could strengthen thedisaster prevention awareness, skills, and selfpreservationcapabilities of city residents andreach the goal of disaster prevention by eachindividual.&lt;/p&gt;&lt;li&gt;The Taipei 2013 National Defense Mobilization(Wan-an No. 36) and Disaster Prevention andRescue Drills: To strengthen preparedness,response, and recovery measures in the faceof large-scale disasters, to exercise mutualsupport and cooperation between centraland local governments, to improve the qualityof evacuations and sheltering, and to fosterconsensus for disaster prevention amongcity residents, we planned exercises fordisaster prevention and rescue. We held awar game on the morning of March 13, 2013,and the real exercises were executed in theafternoon at the riverside parking lot of TaipeiZoo, Chienkuo Base, and Taipei LungmenJunior High School. In2013, “119” emergency calls for ambulanceservice dropped 3,347 times, or 2.46% lowerthan the same period last year. 24 emergencyline abuse fines have been issued so far, all ofwhich were paid.&lt;/p&gt;&lt;li&gt;Strengthening Accident Reportsof Patients with Cerebral VascularAccident (Strokes) to EnhanceTreatment of Thrombosis&lt;/li&gt;&lt;p&gt;The Taipei City Fire Department and 9  designated emergency hospitals are now taking advantage of out-of-hospital advance emergency  notification capability of “119” calls for patients  suspected of suffering strokes. 422 cases were  notified in 2013, of which 326 were indeed  diagnosed by hospitals as strokes, giving rescue  workers an overall accuracy rate of 77.25%.  Of the 422 notified cases, 68 cases mobilized  the stroke teams and received thrombosis  treatments, or 16.11%. That effectively cut down  on delays of medical care due to transit and  transfers and improved patients’ prognosis.&lt;/p&gt;&lt;/ol&gt;&lt;h4&gt;(8) International Exchange Activities&lt;/h4&gt;&lt;ol TYPE="A"&gt;  &lt;p&gt;The professional competence of the Taipei    City Urban Search and Rescue Team continues    to win critical acclaim and recognition by experts    in Japan. Fire Injury and Casualty Statistics&lt;/B&gt;&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;In 2012, 137 fire disasters broke out in Taipei City, resulting in 14 deaths and 9 injuries. Compared with statistics tallied from 2011, the number of fires dropped by 40 cases, the number of deaths rose by 13, and the number of casualties was down by 6.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;&lt;B&gt;2. Fire Safety&lt;/B&gt;&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;&lt;SPAN class="CuHtmlEditColor4488FF"&gt;&lt;B&gt;(1) Founding &lt;/B&gt;“&lt;B&gt;the Joint Public Safety Inspection Task Force of Taipei City&lt;/B&gt;”&lt;/SPAN&gt;&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;The Joint Public Safety Inspection Task Force spot-checked public security facilities in business establishments. Notices of failed inspection items – such as "Fire control" or "Building safety" – were posted at the establishments. A deadline was given to establishment owners to make improvements. In total, 1,059 establishments were spot-checked in 2012. Among these, 17 establishments failed to pass inspection for fire safety facilities. They were given a deadline to make improvements.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;&lt;B&gt;&lt;SPAN class="CuHtmlEditColor4488FF"&gt;(2) Inspections on Fire Safety Facilities at Religious Establishments&lt;/SPAN&gt;&lt;/B&gt;&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;The fire that broke out at Cixin Temple in Shilin on August 29, 2012 caused 6 deaths and 1 injury. Starting August 30 of the same year, inspections on fire safety facilities officially began. A total of 1,786 establishments received inspections. Authorities also promoted the installation of smoke detectors in residential housings for early detection of possible fires.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;&lt;B&gt;&lt;SPAN class="CuHtmlEditColor4488FF"&gt;(3) Public Safety Management in Business Districts&lt;/SPAN&gt;&lt;/B&gt;&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;On April 28, 2012, a fire broke out in the business district on Zhengzhou Road, claiming 3 lives and injuring 2. To prevent such tragedies from happening, fire safety inspections and fire prevention awareness campaigns were reinforced in 20 problem spots-where fires could easily spread to impede rescue. Also, in accordance with “Public Safety Inspections and Execution for Rescue-Challenged Old Business Districts in Taipei City,” road sections in Taipei City’s 20 business districts-where fire trucks can be accommodated for rescue-were designated and demarcated. In keeping with “Guiding Principles Governing the Demarcation of Space for Fire Trucks Maneuvering and Operation” -formulated by the Construction and Planning Agency of the Ministry of the Interior-advertisements, illegally constructed canopies, and booths in alleyways that could hinder the movement of fire trucks were investigated. These items were documented and reported to various competent agencies for follow up fines or punishments.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;&lt;B&gt;&lt;SPAN class="CuHtmlEditColor4488FF"&gt;(4) Fire Safety Management at Medical Facilities&lt;/SPAN&gt;&lt;/B&gt;&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;In light of the fire that broke out at the care facility-an annex to the Beimen Branch of Sinying Hospital in Tainan City-that claimed 13 lives and injured 57, fire safety inspections were conducted at the 39 hospitals, 19 care facilities, and 123 hospice facilities in Taipei City. Disaster prevention and rescue demonstrations were conducted on November 29 and December 26, 2012, at Zhishan Home for the Elderly, and the Renai Branch of Taipei City Hospital, respectively.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;&lt;B&gt;&lt;SPAN class="CuHtmlEditColor4488FF"&gt;(5) Measures to Address Fires in Tunnels&lt;/SPAN&gt;&lt;/B&gt;&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;In response to the fires that struck Xueshan Tunnel on May 7, 2012, the Taipei City Government formulated and promulgated “Public Safety Inspections of Public Facilities in Taipei City” to reinforce public safety facility inspections on underpasses, tunnels for vehicular traffic, the Taipei Metro and railway tunnels. The Taipei City Fire Department has listed 24 underpasses and tunnels as rescue-challenged areas for fires, and developed fire rescue programs and rescue drills. On August 17, “Disaster Readiness Drills for On-Land Traffic Accidents in Tunnels” inside Wenshan Tunnel were conducted.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;&lt;B&gt;&lt;SPAN class="CuHtmlEditColor4488FF"&gt;(6) Related Measures for Taipei City Fire Prevention: Autonomous Legislation Promoted&lt;/SPAN&gt;&lt;/B&gt;&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;A. To prevent wildfires and fires caused by the setoff of sky lanterns, setting wildfires in open spaces and the setting off of sky lanterns were outlawed on March 16, 2012. &lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;B. Several laws were formulated and promulgated in 2012, including: Taipei City Inspection Guidelines of Lighting and Stereo Equipment in Bars or Clubs, Taipei City Fire Department Operation Guidelines of Regular Maintenance of Fire Safety Equipment in Specific Places, Taipei City Government Penalty Standards of Violation of Fire Prevention Autonomous Legislation, Taipei City Management Guidelines of High- Rise Building Disaster Prevention Center and Underground Building Administrative Office, and Taipei City Operation Guidelines of Public Safety Dynamic Training, so as to upgrade fire safety facilities in public venues and their overall readiness to ensure public safety.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;&lt;B&gt;3. Disaster Prevention and Rescue&lt;/B&gt;&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;&lt;B&gt;&lt;SPAN class="CuHtmlEditColor4488FF"&gt;(1) The Launch of Disaster Prevention Mobile APP&lt;/SPAN&gt;&lt;/B&gt;&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;To enable citizens to access the latest updates on disaster outbreaks and rescue missions, an official website and an app for smart phones were installed to provide downloadable disaster prevention info, and related disaster prevention measures requiring public cooperation to minimize losses. Among these, the app for Android phones-including satellite cloud images, news on typhoons, disaster info, facts on accumulated rainfalls, water levels, images, evacuation information (including evacuation routes), location based information and information pushing/ sharing-was launched on June 14, 2012. It is easy to understand and teaches citizens how to be prepared for earthquakes, typhoons, fires and other disasters in a step-by-step manner to strengthen disaster prevention awareness among the public.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;&lt;B&gt;&lt;SPAN class="CuHtmlEditColor4488FF"&gt;(3) Disaster Prevention Campaigns and Drills&lt;/SPAN&gt;&lt;/B&gt;&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;A. On January 7, 2012, “the 119 Expanded Disaster Prevention Campaign” was hosted at the Taipei Zoo. Themes of the campaign included, the Emergency Response Bag, the shelter park, an evacuation map, smoke detectors and fire alarms for residential complexes. &lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;B. On March 2, 2012, “the Fire Prevention Campaign Truck-the Transformer” was&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;unveiled. The design of a custom-made, brand-new fire prevention campaign truck was inspired by popular transformers. A variety of fire extinguishing operations was simulated in a series of games. The truck is available to citizens, agencies, schools and companies interested in hosting their own disaster prevention campaigns.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;C. Between May and December, 2012, 8 sessions of “CPR Training for the Public” were hosted at the Fire Safety Museum of the Taipei City Fire Department, with the participation of 403 individuals.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;D. In July, 2012, 16 sessions of “Fire Prevention Camp for Youngsters and Toddlers” were held for elementary schools and kindergarteners over 6 years of age. 1,600 kids participated in the drills.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;E. National Anti-Disaster Day&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;(A) On September 15, 2012, a disaster prevention education and awareness campaign was hosted at the 228 Peace Park. The campaign included stage performances, booths, disaster prevention rallies, and an open drill at the shelter park to heighten citizens’ disaster readiness.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;(B) National Anti-Disaster Day was hosted at the Emergency Operations Center on September 21, 2012. Earthquakes and a follow-up nuclear disaster were simulated for the drills. The exercises were conducted simultaneously with those held at the Central Government via videoconferencing.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;(C) At 9:21AM on September 21, 2012, earthquake evacuation drills were held for students under high school level.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;(D) Between July and September, 2012, 4 Complex Disaster Prevention and Rescue Drills and 15 fire rescue drills were held to reinforce integrated disaster responsiveness of various departments at the City Government. &lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;F. In response to the threat of possible large scale disasters, on March 28, the Taipei City Government combined the Joint 3-in-1 Briefing, and integrated hydraulics, geotechnical skills, public works, fire prevention, the police force, civil affairs, social works, medical services, environmental protection resources and national defense to host an intercity and inter-county Regional Disaster Prevention and Rescue Drill at the Emergency Operations Center and in the neighborhoods surrounding the self-autonomy rezoned district in Yucheng, Nangang District. For the first time, the drill combined the command post of the Central Emergency Operations Center to execute a joint disaster relief mission drill with 8 counties and cities in Northern Taiwan. U.S and Japanese expats living in the region were invited to join the sheltering and placement operations. In 2012, a typhoon/flood prevention map for all 12 administrative districts (including boroughs in these districts) was completed. Also, on September 21 and November 16, “an Achievements Expo of Disaster Prevention and Protection Project” and “a Seminar on Disaster Prevention and Protection” were hosted at the National Taiwan University of Science and Technology.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;&lt;B&gt;&lt;SPAN class="CuHtmlEditColor4488FF"&gt;(5) Real-time Images at Disaster Sites&lt;/SPAN&gt;&lt;/B&gt;&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;The Taipei City Fire Department houses 6 sets of disaster-site real-time image transmission systems. In the event of a disaster, 119 dispatches film and image transmission equipment to the site of the accident and sends feedback to the command center in order to keep the commander on top of the situation and enable him to make shrewd rescue decisions.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;&lt;B&gt;&lt;SPAN class="CuHtmlEditColor4488FF"&gt;(6) Disaster Reporting on the 1999 Citizen Hotline&lt;/SPAN&gt;&lt;/B&gt;&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;The Emergency Operations Center of Taipei City’s “Disaster Prevention and Rescue Support System” and the 1999 Citizen Hotline support each other in the reporting of disasters. The partnership has enhanced disaster information research (collection) capacity by 50%. At present, it is one of the most vital and indispensable disaster reporting channels of the city.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;&lt;B&gt;&lt;SPAN class="CuHtmlEditColor4488FF"&gt;(7) Establishing a Mountain Accident Rescue Mechanism&lt;/SPAN&gt;&lt;/B&gt;&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;The “Taipei City Fire Department Enhanced Mountain Rescue Plan” was formulated that integrates resources of the private sector, experts, and seasoned mountaineers to build a designated databank and coordinated liaison mechanism.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;&lt;B&gt;&lt;SPAN class="CuHtmlEditColor4488FF"&gt;(8) Emergency Medical Services&lt;/SPAN&gt;&lt;/B&gt;&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;A. The Number of Out-of-Hospital Cardiac Arrest (OHCA) Patients Successfully Discharged rose to 396 Since its establishment on June 1, 1999 through 2012, the Golden Phoenix Emergency Medical Service Team successfully revived a total of 396 Out-of-Hospital Cardiac Arrest (OHCA) patients, and celebrated their discharge from the hospital. 45 such patients were rescued in 2012.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;B. On December 8, 2012 the “Taipei City Ambulance Abuse Billing Plan” was implemented. 119 callers who request an ambulance to travel to non-medical service establishments, and who “fail” to visit the emergency room for injury inspections and registration will be asked to pay a service charge of NT$1,800 to cut down on resource abuse.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;C. Strengthening Accident Reports of Patients of Cerebral Vascular Accident (strokes) to Enhance Treatment of Thrombosis. The Taipei City Fire Department and 8 designated emergency hospitals are now taking advantage of 119.&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;&lt;B&gt;&lt;SPAN class="CuHtmlEditColor4488FF"&gt;(9) International Exchange Activities&lt;/SPAN&gt;&lt;/B&gt;&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;A. “The 10th Asian Crisis Management Conference” kicked off on June 13 and 14 in downtown Bangkok. The Conference focused on “crisis management experiences in big cities.” The Taipei City Fire Department presented a briefing on “Taipei City’s Disaster Prevention and Management Effectiveness.”&lt;/P&gt;&lt;P/&gt;&lt;P class="MsoNormal"&gt;B. The professional competence of the Taipei City Urban Search and Rescue Team continues to win critical acclaim and recognition by experts in Japan. In celebration, the Taipei City Fire Department organized a thanksgiving event on October 1, 2010 at the Shenpaochen Hall in Taipei City Hall, presided over by President Ma Ying-jeou and Taipei Mayor Hau Lung-bin. Fire Injury and Death Statistics&lt;/STRONG&gt;&lt;BR/&gt;251 fires occurred in Taipei City in 2009, resulting in 18 deaths and 13 injuries. Compared with statistics from 2008, the number of fires decreased by 58, the number of deaths increased by 15, and the number of injuries declined by 2.&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;2. Fire Safety&lt;/STRONG&gt;&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;(1) Fire Safety Equipment Management in Public Places&lt;/STRONG&gt;&lt;BR/&gt;In Taipei City, 22,484 buildings are for public use, and 25,077 are for public facilities. In 2009, 52,693 inspections/re-inspections were conducted; 44,750 met inspection criteria, whereas 7,943 failed and were asked to improve within a specified time-period. The passing rate was registered at 85%. Those who failed the inspections were watch-listed for re-inspection until all improvements were made to ensure public safety.&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;(2) Hazardous Material Management&lt;/STRONG&gt;&lt;BR/&gt;691 locations in Taipei City are watch-listed for housing hazardous material. 3,402 inspections were conducted in 2009; among these, 3,327 met established criteria, and 75 did not. 49 fire safety equipment inspections were administered for gas storage tanks at Taipei City's four natural gas suppliers, and all of them met inspection criteria.&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;(3) Fire Safety Campaigns Expanded&lt;/STRONG&gt;&lt;BR/&gt;A. Fire Safety Specialists: Capable fire safety specialists are on the alert around the year to safeguard households and maintain fire control safety. They offer advice on fire-prevention for better precautionary measures. Visits were paid to 34,113 households and 120,213 citizens.&lt;BR/&gt;B. Fire Control Awareness Workshops: The workshops were part of the summer camp activities organized by the Taipei Branch of China Youth Corps, and held from July 7 through 17, 2009 at the Fire Safety Museum of the Taipei City Fire Department. The Departments of Health, Education, Social Welfare, Civil Affairs, Environmental Protection, and the Fire Department, together with the Spokesman Office set up posts in the Center to handle related emergencies.&lt;/TD&gt;&lt;/TR&gt;&lt;TR&gt;&lt;TD&gt;Typhoon Morkat&lt;/TD&gt;&lt;TD&gt;From 11am, August 6h through 8:30pm, August 9&lt;/TD&gt;&lt;TD&gt;One case involving collapsed outer walls of an empty household; power was cut off to 161 sites; water service was cut off to two places; water accumulation was reported in 24 sites; nine residences suffered from flooding; landslide and fallen rocks were reported at 11 locations, road damage was reported at 55 sites; roadside trees collapsed at 464 sites; 81 traffic signals were broken; 120 streetlamps failed; signage fell at 104 sites; 76 power poles were damaged; one case involved emergency rescue, and 264 other incidents. &lt;/TD&gt;&lt;/TR&gt;&lt;/TBODY&gt;&lt;/TABLE&gt;&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;(4) Rescue Relief Support for the August 8 Flood&lt;/STRONG&gt;&lt;BR/&gt;Rescue workers and equipment were mobilized from August 8 through October 5 by the Taipei City Government to Pingtung, Tainan, Chiayi, Taitung and other counties for the August 8 Flood rescue relief efforts. A total of 1,843 rescue workers, 343 various vehicles, 33 speedboats, including 9 from the private sector, ten rafts, and 29 mobile water pumps were mobilized to evacuate 607 flood victims. Zero-Early-Warning Earthquake Disaster Mobilization Drill On April 20, 2009, the Earthquake Disaster Mobilization Drill was activated without any early-warning alerts. The drill was conducted to test the emergency reporting mechanism, the emergency mobilization capacities of various task forces, and the disaster prevention report system status of the Department of Civil Affairs. Also, disaster prevention mobilization conferences were held via videoconferencing. &lt;BR/&gt;B. Cross-District Disaster Prevention and Rescue Drill during the Deaflympics On May 13, 2009, the Cross-District Disaster Prevention and Rescue Drill was held, and conducted in two scenarios simultaneously: The Flood Prevention Drill during the Deaflympics and The Mudslide Evacuation and Shelter Drill during the Deaflympics. The drills aimed at simulating the occurrence of multiple disasters during the Deaflympics, and how disaster relief resources of Taipei City Government's various agencies would be coordinated to strengthen rescue relief effectiveness. Actual Mobilization for Fire and Anti-Terror Attack Drill On June 25, 2009, the Actual Mobilization Fire and Anti-Terror Attack Drill was conducted at the Taipei Track and Field Stadium, with Hsi-an Yang, Secretary- General of the Taipei City Government, presiding as the event's chief executive. Several scenarios were simulated, including hostage rescues, disaster relief and contamination-neutralization, fire extinguishing and the handling of suspected explosives. &lt;P&gt;&lt;IMG width="400" height="266" alt="New Year Disaster Prevention campaign" src="http://www.tfd.gov.tw/english/2010Reports%20009.jpg" complete="complete"/&gt;&lt;BR/&gt;Actual Mobilization Fire and Anti-Terror Attack Drill.&lt;/P&gt;&lt;STRONG&gt;(6) Taipei City Urban Search and Rescue Team&lt;/STRONG&gt;&lt;BR/&gt;The Taipei City Urban Search and Rescue Team has been widely acclaimed by Japanese authorities. The team was invited to partake in the "2009 Integrated Rescue Prevention Drill" in Tokyo from August 26 through 31, 2009, after having participated in the 2007 and 2008 exercises. Disaster prevention experts from the US, Japan and Taiwan jointly discussed disaster response practices for the greater Taipei area when unusually destructive typhoons and floods hit the island.&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;(8) Golden Phoenix Emergency Medical Service Team&lt;/STRONG&gt;&lt;BR/&gt;In 2009, the Golden Phoenix Emergency Medical Service Team was mobilized 112,599 times to successfully save the lives of 36 people, who suffered from Out of Hospital Cardiac Arrest (OHCA). Statistics of Fire Casualties&lt;/strong&gt;&lt;br /&gt;309 fires were reported in Taipei City in 2008, resulting in 3 deaths and 15 injuries. Compared to the data of 2007, the number of injuries increased by 6, and the number of deaths decreased by 1.&lt;br /&gt;&lt;strong&gt;2. Fire Safety&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;(1) Improving the Management of Fire Safety Equipment in Public Places&lt;/strong&gt;&lt;br /&gt;Fire evacuation and safety facilities in public areas are randomly inspected in order to promote safety. In Taipei City there are currently 21,066 buildings with public access and 23,710 public facilities. 51,366 inspections (and/or re-inspections) were conducted in 2008; 45,055 passed, whereas 6,311 failed and responsible parties were ordered to make timely improvements. The passing rate was 87.71%.&lt;br /&gt;&lt;strong&gt;(2) Promoting Fire Prevention Management Systems&lt;/strong&gt;&lt;br /&gt;4,846 locations in Taipei City require fire-prevention personnel. In 2008, 4,774 of them were assigned fire-prevention personnel and fire-safety projects were organized for them. 10,721 received help and took part in fire-safety training programs. 172 multi-purpose buildings, 283 social welfare centers for seniors and people with disabilities, and 71 large facilities were sites for fire-safety training.&lt;/p&gt;&lt;p&gt;&lt;img alt="Fire-safety educational campaign" height="266" src="http://www.tfd.gov.tw/english/1-Fire-safety educational campaign2.jpg" width="400" /&gt;&lt;br /&gt;Fire-safety educational campaign.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;(3) Improving the Management of Hazardous Material&lt;/strong&gt;&lt;br /&gt;721 locations in Taipei City are listed as having hazardous material. 4,156 inspections were made in 2008; 4,054 of them passed and 102 failed. Management of propane vendors, fire-safety devices, amount of propane storage, uninspected propane cylinders, and propane tanks of four propane companies in Taipei City were reinforced.&lt;br /&gt;&lt;strong&gt;(4) Promoting Fire-safety Education&lt;/strong&gt;&lt;br /&gt;A. Fire-Safety Specialists: In order to effectively reduce fire hazards, fire-safety specialists are available to instruct the public in proper methods of evacuation, electrical and propane safety. 38,875 households were visited in 2008, and 136,358 contacts with residents were made.&lt;br /&gt;B. Fire-Safety Camp: Working with the Taipei Branch of the China Youth Corps, we conducted 8 Fire-Safety Camps from July 1 to 11 of 2008, in order to educate the public about disaster prevention and responses. About 800 individuals participated.&lt;br /&gt;C. In order to certify the laboratory&amp;#39;s reputation and improve the fire-safety capabilities of Taipei City, we are actively working with other countries.&lt;br /&gt;&lt;strong&gt;3. Disaster Prevention and Rescue&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;(1) National Champion of Disaster Response for 5 years in a Row&lt;/strong&gt;&lt;br /&gt;The National Disaster Prevention and Protection Commission announced the performance of cities and counties in terms of disaster response in January, 2009. With a score of 95.26, Taipei City once again took first place in group A (three groups A, B, and C, compete; group A includes 9 cities and counties such as Taipei County and Taoyuan County). Taipei City is the only city that has won this honor 5 years in a row with a score above 90.&lt;br /&gt;&lt;strong&gt;(2) Educational Radio Programs on Disaster Prevention&lt;/strong&gt;&lt;br /&gt;The Taipei Broadcasting Station makes disaster-related announcements and is now hosting a program sponsored by Taipei City Fire Department in which senior supervisors in Taipei City&amp;#39;s fire safety authorities share their thoughts on disaster prevention, analysis, and education via phone-interviews on Fridays from April 25 to July 25, 2008.&lt;br /&gt;&lt;strong&gt;(3) Fire-Safety Hero &amp;ndash; The Birth of Du-Du the Elephant&lt;/strong&gt;&lt;br /&gt;Du-du, the Taipei City Fire Department&amp;#39;s new mascot, is here to teach the public about disaster prevention. Du-du&amp;#39;s big ears help him fly and symbolize his active efforts! The brave hero&amp;#39;s strong legs take him to any site where a fire is burning out of control. The fire-fighting hero uses his long trunk to squirt out water and douse the fires. The Team&amp;#39;s Performance was Greatly Acknowledged: The Taipei City Urban Search and Rescue Team&amp;#39;s rescue canines, Bailey and Biscuit, passed the class A (introductory) and B (advanced) tests at the &amp;ldquo;2008 National S&amp;R Canines International IRO Assessment.&amp;rdquo; Greatly acknowledged by the Japanese for their capabilities, the Taipei City Urban Search and Rescue Team was once again invited to participate in the &amp;ldquo;2008 S&amp;R Exercise&amp;rdquo; in Tokyo on August 31, 2008, demonstrating Taipei City&amp;#39;s dedicated S&amp;R capacity.&lt;br /&gt;B. S&amp;R Efforts in Sichuan: The Taipei City Urban Search and Rescue Team and The Red Cross Society of the Republic of China jointly dispatched a team to Sichuan that conducted S&amp;R efforts from May 16 to 20, 2008, during which 15 bodies and two surviving dogs were retrieved, and two seniors were rescued and sent to a local shelter.&lt;/p&gt;&lt;p&gt;&lt;img alt="The S&amp;R team in Sichuan" height="267" src="http://www.tfd.gov.tw/english/6-The S&amp;R team in Sichuan2.jpg" width="400" /&gt;&lt;br /&gt;The S&amp;R team in Sichuan.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;(6) Information Regarding 2008 Taipei City Emergency Operations Center&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;&lt;img alt="Information Regarding 2008 Taipei City Emergency Operations Center" height="724" src="http://www.tfd.gov.tw/english/table.jpg" width="442" /&gt;&lt;/p&gt;&lt;p&gt;&lt;strong&gt;(7) Assistance for the Ulaanbaatar Develop Emergency Operation and S&amp;R Training&lt;/strong&gt;&lt;br /&gt;The Taipei City Fire Department sent Senior Specialist Shieh Jiing-shiuh, Sergeant Shih Fang-cheng, and Firefighter Kao Chien-sen to Ulaanbaatar (Mongolia) who stayed from October 11 through 17, 2008, to assist in the development of emergency operations and S&amp;R training. At the formal ceremony we donated ambulances.&lt;br /&gt;&lt;strong&gt;4. Emergency Care&lt;/strong&gt;&lt;br /&gt;We are actively conducting training for emergency rescuers (different categories and levels), on-the-job training for teachers, adopting evaluation systems for physicians, improving the service quality of management, and purchasing new ambulances and other hardware in order to provide speedy hospital deliveries and first-aid treatment.&lt;br /&gt;&lt;strong&gt;(1) Great Improvements in OHCA Survival Rate and First-aid Treatment&lt;/strong&gt;&lt;br /&gt;In 2008, the Golden Phoenix Emergency Medical Service Team saved 35 people from &amp;ldquo;Out of Hospital Cardiac Arrest&amp;rdquo; (OHCA). The average number of emergency procedures performed was 3.122 times/per person. Founded on June 1, 1999, the team has saved 240 patients from OHCA since then.&lt;br /&gt;&lt;strong&gt;(2) Best Performance Nationwide&lt;/strong&gt;&lt;br /&gt;The August issue of Common Health Magazine (2008) conducted a survey on &amp;ldquo;Nationwide Prehospital Care&amp;rdquo; and examined the performances of different cities/counties in terms of &amp;ldquo;capacity,&amp;rdquo; &amp;ldquo;resources,&amp;rdquo; &amp;ldquo;efficiency,&amp;rdquo; and &amp;ldquo;activeness&amp;rdquo; by consulting more than 30 experts of relevant backgrounds, analyzing governmental data, and giving out questionnaires to medical staff and the public.
