Tseng Yu-Ting of the Taipei City Fire Department was awarded the “EMS Golden Phoenix Tree Award”!

Tseng Yu-Ting of the Emergency Medical Services Division of the Taipei City Government Fire Department was honored with the individual award of the 2023 “EMS Golden Phoenix Tree Award” organized by the Taiwan Society of Emergency Medicine. This award recognizes firefighters nationwide who have demonstrated exceptional performance and contributions to the Emergency Medical Services (EMS) system, affirming their professionalism, courage, and dedication. The society held its “2023 Winter Academic Conference and 1119 Taiwan Emergency Day Event” at the Pingtung Veterans General Hospital on November 19th, 2023, where the “EMS Golden Phoenix Tree Award” individual awards were presented.


The Book of Songs - Major Court Hymns mentions: “The phoenix is singing, on that high hill. The phoenix tree is born, in that morning sun…”, where the phoenix represents firefighters, and the phoenix chooses a good tree to perch. The “phoenix tree” is the dwelling place of the phoenix, hence the “Golden Phoenix Tree Award” represents substantial achievements or improvements in the cultivation of talents in the fire or EMS domain. Tseng Yu-Ting was able to overcome all obstacles and defeat many EMS experts nationwide to win the award, which shows her dedication and effort in EMS work.


The Fire Department stated that Tseng Yu-Ting has 16 years of service experience, has actually performed ambulance duties on the front line, participated in many emergency rescue cases, saved many patients with out-of-hospital cardiac arrest (OHCA) at the gate of hell, and saved many precious lives. Tseng, with her passion for rescue, hopes to change the EMS system and make it more perfect. She resolutely transferred to the internal staff and is currently serving in the Emergency Medical Services Division responsible for the comprehensive quality management of emergency medical services in Taipei City. In addition to holding an Emergency Medical Technician-Paramedic (EMTP) certificate, she is also a member of the Emergency Medical Instructor Group, reviewing the implementation results of various EMS policies and measures and then rolling revision of related regulations, policies and education and training directions. Tseng often serves as a trainer and guide, implementing the concept of “teaching and management integration”. She assists in planning various emergency medical education and training in the bureau and teaches countless EMT personnel, continuously optimizing EMS. Her passion and dedication to EMS are evident to all.

In recent years, Tseng has contributed to major policy changes in the EMS system such as the “National Guardian App”, “PA Link Duty Dispatch Module”, “5G Ambulance Video Joint Defense System” and “Pre-Hospital Mobile Ultrasound”, etc., continuously improving the quality and efficiency of EMS in Taipei City.


Director Mo Huai-Chu stated that the bureau has successfully won the award for three consecutive years, and this time Tseng Yu-Ting has brought back the third individual award from the Taiwan Society of Emergency Medicine. With the regular selection of two colleagues as the top 10 outstanding emergency medical technician each year, it shows that the Taipei City Government Fire Department is indeed a cradle for cultivating excellent EMS talents, and it is also an affirmation of the Taipei City Government Fire Department’s active promotion of various measures to improve pre-hospital emergency medical quality. These results also highlight the full support and efforts of the city’s emergency-responsible hospitals and instructing doctors. Director Mo Huai-Chu hopes that the awarded personnel will not only receive praise and commendation but also serve as role models for the colleagues, collectively striving to protect the health and lives of the citizens.
