For example, the citizens could use the “Emergency Supply Kit” when telecommunications of roads and bridges were disrupted and the supplies were impossible to be delivered immediately to the victims which provided by the government and the private sectors. Precautions like having the “Emergency Supply Kit” prepared at home would help the sufferers to self-rescued and survive to meet the basic needs for at least three days (72 hours of golden time); therefore, the government would have a chance to deliver the supplies to them.
