3、When there’s no signal or SIM card in phones
      Call 112 directly for emergencies, and dial 0 for 110 or 9 for 119 following the voice  instructions.
4、Penalty for making false calls

     According to Fire Service Act article 36: any person found with making false fire, disaster, save life, emergency medical Service alarm call or dialing fire number without justified cause shall be subject to a penal sum not less than NT$3,000 and not greater than NT$15,000.
